The business is operating from a hanger at Kent International.\u003cbr /\u003eChris Wilson, Group Managing Director at AvMan, said the company would be taking on young local people as apprentices to support its growth.\u003cbr /\u003eHe explained: “We intend to build steadily on our already successful business with a keen eye on a secure future based around a local workforce. We are in negotiations with one of the largest aviation training companies in the UK to establish a training school at our facility within six months.\u003cbr /\u003e“We are keen to introduce Airbus maintenance in about four to five years, once the workforce is established and at sufficient levels. This means our new employees would be able to start work very soon and by the time they complete their training and obtain the appropriate licenses could be working on one of the most popular types of aircraft in the industry.\u003cbr /\u003e“Apprentices will be the backbone of our company for the future. We also have very well qualified local engineers from large well-known carriers wanting to come to Manston because it is well located and gives great potential for progressing within an organisation where individual efforts will genuinely reap benefits.”\u003cbr /\u003eMatt Clarke, Chief Executive at Kent International Airport, said: “We’re delighted that AvMan has chosen to establish a base at Manston to join a number of other ancillary businesses operating at the airport. The company is also partners in a soon-to-be-launched charter airline Island Air, based in Romania, which plans to introduce two MD-82 aircraft in the spring of 2010 to the European charter market. for the long term, like it or loath it.\u003cbr /\u003e\u003cbr /\u003eA £2 million pound investment has been made in the radar systems at Manston’s Kent International Airport.\u003cbr /\u003eThe upgrade is to secondary radar equipment which will allow staff to monitor aircraft speed, location, travel direction and height of aircraft in flight in greater detail.\u003cbr /\u003eMatt Clarke, the airport’s chief executive, said: “We are focused on delivering a world-class airport for Kent complete with world-class service, equipment and facilities.\u003cbr /\u003e“Installing our own secondary radar system is the latest example of the programme of investment that will deliver that long-term goal.”\u003cbr /\u003eInfratil, the owner of Kent International, took over four years ago and says it has been engaged in a comprehensive and long-term programme of replacements and upgrades\u003cbr /\u003eOther recent additions to the air-traffic services including upgraded direction-finding equipment, airport information management systems (AIMS), meteorological sensors and radar screens.\u003cbr /\u003eInfratil says it has spent £10 million on infrastructure and equipment upgrades since acquiring the airport.\u003cbr /\u003eThe SSR will replace the existing externally-provided service to supplement the information gathered by the airport’s existing primary radar and is part of a Aylett (pictured) also live locally and persuaded management at the company's Athens headquarters to locate in Kent instead of Heathrow or Gatwick - both of which were shortlisted for the role.\u003cbr /\u003e\u003cbr /\u003eMs Knips said: \"The move to Manston has gone really well and we now feel much closer to our customers and colleagues by being part of day-to-day operations at the This would allow flights to operate from the airport between 6am and 11.30 pm.\u003cbr /\u003eCurrent operations at Kent International are subject to a Section 106 agreement agreed between the Council and a previous airport operator in September 2000. This arrangement allows flights to operate 24 hours a day, but restricts the scheduling of aircraft between 11pm and 7am. An extension to allow for scheduling between 6am and 11.30pm was approved in principle by the Council in February this year for British Airways Cargo, but the company did not ultimately relocate its operations to Thanet.\u003cbr /\u003eAs part of this proposal, Infratil is also looking to introduce a formal noise quota system. This is used by many UK airports including Bournemouth and Bristol to restrict the amount of night-time noise generated by the operation of an airport. The current system in place at KIA requires operators of the noisiest aircraft types to contribute to a community fund. The penalties double each time the same registered aircraft operates between 11pm and 7am which is a system unique to KIA.\u003cbr /\u003eDeputy Leader of the Council, Cllr Roger Latchford, said: “We are keen to hear what the public in Thanet thinks of this proposal and we will ensure a thorough consultation. The airport is an important part of Thanet’s economy and we are keen to make sure that any future developments are considered carefully and take into account the views of local people. The Council has been asked to consider extending operating hours before, but only following direct approaches from aircraft operators. This now enables us to give the proposal full consideration, without the pressure of a specific request. KIA hosts daily Code E aircraft (Boeing 747-400) during winter and is also capable of hosting Code F (A380, B747-8) movements. Existing facilities at KIA will accommodate up to one million annual passenger movements and 100,000 tonnes of air cargo per year. KIA has the benefit of strong local support for expansion. This local support expends to the Local Authority (Thanet District Council), the County Council (Kent County Council). The recently released draft Master Plan for KIA highlights the medium term potential for the airport to host six million annual passenger movements and 500,000 tonnes of air cargo per year. \u003c/p\u003e\u003cp\u003e  \u003c/p\u003e\u003cp\u003eOf particular interest to the Committee should be the upcoming enhancement to the rail service between London and Ramsgate, and the potential for further upgrades in the future. From December 2009 the service will be served by the high speed trains linking St Pancras to the Port of Dover. The upgrade to that service will reduce travel times between Ramsgate and St Pancras to approximately 80 minutes. Even now daytime and evening flights we can live with, but noisy freight (which brings very few jobs) at night is a step too far. Airport (KIA) at Manston.\u003cbr /\u003e\u003cbr /\u003eCanterbury City Council leader, John Gilbey, said at a local government meeting that he had information that BAWC would move its operations from Stansted Airport to Manston.\u003cbr /\u003e\u003cbr /\u003eDavid Bell, commercial manager at KIA, would neither confirm nor deny the councillor’s claim. He was willing only to say that KIA is in “deep negotiations” with a carrier and would only announce their identity and the details of the deal when it had been finalised.\u003cbr /\u003e\u003cbr /\u003eHowever, when asked, Jude Winstanley, manager network and freighters, BAWC, told Air Cargo News: “We are a long way through negotiations for a move to Manston. It has been a complex tender process but it is close to an end. However, the final decision has not been approved yet.”\u003cbr /\u003e\u003cbr /\u003eWhen he was asked for the reasons for the move Winstanley said: “A key consideration is price, but we also look at operational aspects, quality of service, availability of the right slots, congestion, handling and the linkage including trucking.\u003cbr /\u003e\u003cbr /\u003e“Stansted has been our home for some time but Manston offers great benefits.”\u003cbr /\u003e\u003cbr /\u003eInfratil has just started a 25-year expansion plan at Manston. The first stage involved gaining permission from local authorities to increase the number of morning and evening flights. That permission was granted last month allowing a total of 11 movements a week of 747-400 aircraft. This will be reviewed every six months. Freight shipping is hoped to increase from 33,000 tonnes a year to 500,000 tonnes.\u003cbr /\u003e\u003cbr /\u003eThe airport’s expansion has the backing of Shadow Minister David Freud who has said of the plan: “I am appalled at how bad we are in this country about building infrastructure. My solution to Heathrow is to build a rail link to Manston. It’s so obvious. It is stunning that we have an airport like that, with one of the longest runways in the country, yet someone decided not to link it to a railway line three miles away.\u003cbr /\u003e\u003cbr /\u003e\u003cbr /\u003eWhen asked whether they would use a commercial air service from KIA, 85.9 per cent of people said it was ‘very likely’, and a 10.7 per cent felt it was ‘somewhat likely’.\u003cbr /\u003e\u003cbr /\u003eIn the past the airport has been hit by the collapse of Eujet, and the cancellation of a planned service to America.\u003cbr /\u003e\u003cbr /\u003eKent Escapes currently runs charter flights to a number of holiday destinations.\u003cbr /\u003e\u003cbr /\u003eKIA chief executive Matt Clarke said: “This is an excellent vote of confidence in the airport and will boost our efforts to bring scheduled passenger services back to the county.”\u003cbr /\u003e\u003cbr /\u003eAccording to the survey, the time saving and location benefits were the top two advantages of the airport.\u003cbr /\u003e\u003cbr /\u003eAnd 72.5 per cent of the 10,673 respondents acknowledged the return of passenger services would have local economic benefits.\u003cbr /\u003e\u003cbr /\u003eAirport owner Infratil was pleased more than a third of respondents would consider paying a £20 premium for a return flight from KIA rather than travel to Gatwick, Heathrow or Stansted.   \u003cbr /\u003e\u003cbr /\u003eMr Clarke added:  “Interestingly, and probably in response to the experience of flying from the London airports, 16 per cent who answered the survey said
